The <font color=red>string threshold = "INFO"</font> parameter
in the PSet configuring <font color=red>detailedInfo.txt</font> tells the 
destination producing the file critical.txt to ignore all messages
with severity below <font color=red>INFO</font>.  Since only message
issued using <font color=blue>LogDebug</font> are below this severity,
this means that detailedInfo.txt can react to all non-debug messages but
will ignore debug messages.
